1.2. Working Paper.-
The Commission had prepared and circulated a working paper (Annexure 1) for eliciting the views of interested persons and bodies (paragraph 4.1, infra) the Commission is grateful to all those who have responded by sending their views on the working paper. A gist of the comments received will be given in a later Chapter IV of this Report.
