Report No. 58

Suggestions for 'Zonal' Courts

2.30. There fell also1 to be considered a suggestion for an intermediate Court between the High Court and the Supreme Court for the disposal of appeals. This idea took the shape of "Zonal Courts", which would take over from the High Court such appellate jurisdiction as is exercised by the Division Benches of the High Court; there would be Zonal Courts for 5 or more zones into which the country could be divided. The main objective was not the reduction of arrears in the High Courts, but the bringing into being of a Court which would be removed from local influences and which would facilitate the mobility of the Bench and the Bar. In other words, the process of national integration on the judicial side would be furthered by the creation of such courts.
