Report No. 58

Crucial role of Judges

10.21. Having referred to the significance of the role of law and the importance of judicial process in that connection, we ought to add that Judges have to play a crucial role in this process. As Mr. Eric Fletcher has stated1:

"Whatever detailed reforms may be introduced r improving the machinery of justice, for speeding up the process of litigation and for developing a more expeditious and cheaper system of justice in the country, we shall always find that the linchpin of the system is the Judge."

When we are discussing the question of revising the terms and conditions of service of the Judges, we must bear this observation in mind.
