Report No. 58

Prospects of promotion in administrative service

10.7. When a person chooses to join Administrative service, a spirit of idealism no doubt inspires his choice, because, as we have already pointed out,1 is initial salary is inadequate, and the highest he may hope to reach cannot be regarded as too attractive. But, on the other hand, when he begins his career, as an Administrative Officer, he has a security of tenure, and he occupies a position of authority in the area for which he is appointed. He is entitled to look forward to a gradual rise in his salary according to the increments prescribed in his scale. He is also entitled to look forward to promotion and, in that sense, from the commencement of his career, he does not have to face the problem of uncertainty about his future.
