9.9. In our view, it would be undesirable require that all High Court Judges should function in Single Division and1 that every appeal against every appealable decision of a Single Judge of a High Court should be taken to the Zonal Court; as most of the High Court Judges have stated in their replies as well as in their oral discussions with the Commission, this would impair the dignity and status of the High Court Judges.
