b. Application to Private Entities

4.20 Traditionally, the human rights jurisprudence developed with a view to provide rights for individuals and groups and imposing obligations on States. Human rights law foresees that individuals and entities not only have rights under its ambit but also duties. The ways in which private persons and entities are attributed duties and held responsible are by far not as straight forward or finely tuned as their enjoyment of rights under the human rights law.
