42. Although the location of a number of Courts in cities like Poona and Ahmedabad is unavoidable due to the large volume of litigation arising within these cities, there does appear to be scope for further decentralisation of courts in this State. Very little progress has been made in this State in the direction of establishing and popularising village panchayat courts. It is necessary that early and earnest efforts should be made in this direction.
