38. Section 7.- Section 7 has no application to criminal courts.

39. Section 8.- Section 8 will require formal re-drafting from the point of view of the criminal courts.

40. Section 9.- As in the case of the civil courts1, there will be practically no need for a rule-making power vested in the State Government for supplementing the provisions of the Code. Executive instructions to prison authorities will be sufficient "for carrying out the purposes" of the new provisions.
