1.5. Views received on the Questionnaire.-

That the objective set out above is not one easy to accomplish, is not to be doubted. And the Commission did not expect that the views that might be expressed on the questionnaire would take only one line of approach, or that the views might all support or reject any far-reaching changes in the present system. The opinion has been divided-and divided in more directions than one1. But the Commission is grateful to all those who have responded to its Questionnaire by sparing their valuable time and taking the trouble of reflecting on the issues and putting their views in writing for the benefit of the Commission.
