8.14. Section 13(2) to be omitted.-

Section 13(2) overlaps1, to some extent, section 10. In view of our recommendation2 to enhance the sentence for an offence under section 10, section 13(2) may be omitted.

1. Sections 13(1) has been already dealt with in paras. 7.2 and 7.3, above.
