2.1. Constitutional validity of some provisions examined with reference to 'public order' and 'security of the State'.-

While our comments on the various chapters of the National Security Bill1 annexed to this Report will be given in the succeeding chapters of this Report, we consider it desirable to refer hereto two possible constitutional grounds on which the validity of some provisions of the Bill might be challenged.
