2.1. The use of narcotic drugs for scientific and medicinal purpose.-
The use of narcotic drugs and psychotropic substances for scientific and medicinal purpose is indispensable. For the preparation of a number of life saving drugs like morphine, pethadine and tranquilisers, these drugs and substances are required India is one of the leading producers of opium in the world for medicinal and scientific purposes. Due to the use of narcotic drugs and psychotropic substances for scientific and medicinal purposes, the production of the same cannot be banned altogether, but the production can be controlled and regulated by the government to prevent illicit trafficking and illicit use of the same.
