7.12. Provision against want-the main objective.-

It would thus be evident that provision against want is the main objective of social security and that in the context of the pathetic situation prevailing in the sphere of failure to provide a roof over the heads of millions of citizens of India, entry 23, viz., "social security," has to be construed by making a broad, liberal, humane, and pragmatic approach and interpretation.
