It should remain non- bailable but shall be made compoundable with the permission of Court. Immediate arrest to be made only if offence is grave and affected the life, limb or health of the victim. There should be better coordination between LSA and Police. Crime against Women Cell in every district is desirable and should be headed by an IAS Officer. Nominees from local bodies, NGO, LSAs, mental health specialists apart from Police personnel should be the members thereof.
