7.8. Need to provide for special circumstances.-

Having carefully considered this aspect of the matter, we have come to the conclusion that it would be just and fair to provide for certain particular situations, without, of course, impairing the generality of the power preserved by the proviso. A few important situations are, accordingly, considered below.
