(ii) Jurisdiction
2.7 The concept of universal jurisdiction shall be applicable to decide the question of jurisdiction which shall not be based only on territory or the offender's nationality but also over the acts of torture committed outside the territory of the States even by persons who are not their nationals. This principle is already accepted in conventions against hijacking of aircraft and other terrorist activities which was accepted and is mentioned under Article 5(2) of the Convention.20
