5.3. Achievements on elementary education as indicated in 19981.-
Before 1976, education was exclusively the responsibility of states, the Central Government was only concerned with certain areas like co-ordination and determination of standards in technical and higher education, etc. In 1976, through a Constitutional amendment, education became a joint responsibility. Decisions regarding the organisation and structure of education are largely the concern of the states. However, the Union Government has a clear responsibility regarding the quality and character of education. In addition to policy formulation, the Ministry or Human Resource Development, Department of Education shares with the states the responsibility for educational planning.

5.3.1. The Central Advisory Board of Education (CABE), set up during the pre-Independence period in 1935, continues to play a lead role in the evolution and monitoring of educational policies and programmes, the most notable of which are the National Policy on Education (NPE), 1986, Programme of Action (POA), 1986 and a revised NPE and POA (1992).
