Report No. 175
7.4 Status Report by the state of west Bengal
(i) The status Report filed by the State of west Bengal also brings out the magnitude and the causes of the problem of illegal migration.
(ii) The report indicates that it is a gigantic task to detect and convict illegal migrants. Despite the number of ' measures being taken by the Union of India at different Ievels to prevent influx of illegal migrants, the magnitude of the problem requires more concerted efforts for border management.
(iii) It is impossible to prosecute all migrants and secure a conviction in respect of each one under the Foreigners Act. Thereafter, to push them back is all the more difficult keeping in view the international law and conventions. The Union Government may possibly need to enter into an international agreement with the Government of Bangladesh for simplifying the procedure governing repatriation of Bangladeshi nationals who are illegally staying in India.
