8.2. Section 2, first part-recommendation for minor verbal changes.-

The first part1 of the section is intended to prohibit a multiplicity of actions, and requires no changes of substance. But a few minor verbal changes are necessary in order to bring the language in line with modern legal usage. These will be apparent from the draft which we are appending to this Report.2
