6. Difficulty experienced under existing section.-
While the section1 mentions officers of the Mint, it does not include within its ambit officers of the India Security Press and of the Office of the Controller of Stamps. Further, even as regards the officers mentioned in the section, it makes their reports admissible, but not conclusive. It is also to be noticed that the section, as at present worded, makes it obligatory upon the court to summon the officer making the report as a witness in Court, if either party to the proceedings so desires. There is one further difficulty.2 Bringing the records of the various departments in courts is inconvenient, and may even involve the risk of the valuable records being stolen or otherwise lost or tampered with.
