Section 19

We agree with the 69th Report that no change is necessary in section 19 and that the word 'suit' may be substituted by the word 'civil proceeding'.

Section 20

We have nothing fresh to add and we too recommend that the word 'suit' be substituted by the word 'civil proceeding.
