12. Amendment of section 19.-

In section 19 of the principal Act, for the word "suit" in both the places where it occurs, the words " civil proceeding " shall be substituted.

13. Amendment of section 20.-

In section 20 of the principal Act for the word "suit" the words "civil proceeding" shall be substituted.
