2.5. Mr. Justice Hanna's view.-
The importance of the role of trial Judges has been described by Mr. Justice Hanna of the Irish Free State. The learned Judge said:1
"Sometimes the judges of the higher courts think-and 1 am bound to say I thought sometimes myself-that the restoration of law and order depended upon what the High Court Judges did in dealing with the heavier classes of crime. But I have finally come to the conclusion that the real basis of establishment of law and order lies in the competency, honesty and fidelity of the lowest rank of judges".
