12. Other changes.-
The changes which we have proposed above are of a fundamental character in as much as they modify the basic approach of the Act. Besides, we have recommended a number of changes in the notes on particular sections. In view of all these changes we are of the view that it is better that the Act is replaced by a new Act. We recommend accordingly.
