19. (c) Other Laws.-

Though it is an Act which is closely connected with acquisition of land, we do not propose to deal with the Land Acquisition (Mines) Act, 1885 (XVIII of 1885). The laws enacted for the abolition of Zamindaris, Jagirs, major Inams and the like have vested in the respective State Governments the underground rights in the land. In the Ryotwari areas, the problem did not arise and could not arise as the right of the Government to the underground right was never disputed. In view of this position, we would have recommended the repeal of the Act but for the fact that there may still be in existence some minor Jagirs and Inams in which the proprietor has underground rights in the land. As it has not been possible for us to make an exhaustive inquiry into this matter, we think that the Act may be continued on the Statute Book for some more years.
