3.4. Salient features of the scheme recommended.-

We further envisage the enactment of a law to implement the recommendation made above1 regarding creation of the office of Litigation Ombudsmen. The broad scheme that we have in mind is set out in the following propositions, which seek to indicate the salient features of the scheme as envisaged by us.
