19. Powers of entry and inspection. –

Any Veterinary Officer or other Competent Officer may enter upon and inspect any land or building or place, vessel or vehicle, for the purpose of ensuring compliance of the provisions of this Act or the rules or orders made there under, by the persons responsible for such compliance.
