21. Power to exclude any class of books from operation of Act
79 [The State Government may, by notification in the Official Gazette], exclude any class of books 80[or papers] from the operation of the whole or any part or parts of this Act:
81 [Providedthat no such notification in respect of any class of newspapers shall be issued without consulting the Central Government.]
