16. Return of unused ballot papers by electors.-
If an elector after obtaining any ballot paper for the purpose of recording his vote decides not to use the same, he shall return the ballot paper to the presiding officer, who shall mark it "Returned and cancelled' and keep it in a separate envelope set apart for the purpose.
